To me the combination of these two statements points to the high probability that the Russians are keeping their options open. First, they will continue to supply the Syrians with hardware, training, intelligence and special operations and, second, they will retain the option of using military power if/when needed. Not only will Russia retain the capability to strike from the Caspian, the Mediterranean or with her long-range bombers, but she is likely to leave enough pre-positioned supplies and personnel in Tartus, Khmeimim and elsewhere in Syria to be ready to intervene at very short notice (say in case of a Turkish attack towards Latakia, for example).

Waffenlieferungen an Konfliktstaaten genehmigt
Laut Auskunft von Wirtschaftsminister Sigmar Gabriel (SPD) kann die Firma Heckler&Koch 100 Maschinenpistolen und 387 automatische Gewehre nach Indonesien liefern. Oman erhält 660 Maschinengewehre, 550 Maschinenpistolen sowie weitere Waffenteile im Wert von rund 7,1 Millionen Euro.
Auch nach Jordanien, Kosovo, Panama, Trinidad und Tobago sowie in die Vereinigten Arabischen Emirate und Kuwait werden militärische Handfeuerwaffen sowie Munition und weitere Kriegsmaterialien geliefert.

„Die SPD hat sich schon immer für Fairness und Chancengleichheit stark gemacht“, so Gabriel. „Es ist schlicht undemokratisch, dass Parteien, die unter einen willkürlichen Prozentsatz fallen, keine Sitze im Parlament erhalten.“
Dadurch könne es zu Situationen wie nach der Bundestagswahl 2013 kommen, als insgesamt 15,8 Prozent der abgegebenen Stimmen wertlos waren, weil die entsprechenden Parteien jeweils nicht über die Fünf-Prozent-Hürde kamen. „Die Vorstellung, dass einer kleinen Partei mit langer Tradition so etwas passieren kann, macht mich traurig und betroffen“, so Gabriel.
Gleichzeitig erklärte der SPD-Chef, unter Umständen auch zu einem Kompromiss bereit zu sein. Die Hürde müsse nicht unbedingt vollständig abgeschafft werden. Bereits eine Absenkung auf zwei oder ein Prozent wäre ein Schritt in die richtige Richtung. „Das sollte reichen“, so Gabriel. „Vorerst.“
