Leider gibt es keinerlei Garantien dafür, dass das bestehende System der globalen und regionalen Sicherheit dazu in der Lage wäre, uns vor Erschütterungen zu bewahren. Dieses System ist ernsthaft geschwächt, gebrochen und deformiert worden.

Unter den Bedingungen der Dominanz einer Seite und ihrer Alliierten, oder anders gesagt, ihrer Satelliten, geriet die Suche nach globalen Lösungen oftmals zu einem Streben, die eigenen Lösungen als universell auszugeben. Die Ambitionen dieser Gruppe haben sich derart gesteigert, dass die in ihren Kreisen herausgearbeiteten Herangehensweisen als Meinung der gesamten Weltöffentlichkeit präsentiert wurden. Aber das ist nicht so.
