Deutsche Regierungsvertreter haben das derzeitige System als „Politik der Zurückhaltung“ gescholten, die endlich aufhören muss, und haben besonders auf größere militärischen Einsätze in Zentralafrika gedrängt, um dem Nachbarland Frankreich zu helfen, das sich bereits in diesen besonderen Sumpf geworfen hat.

Die „Operative Psychologie“ war ein Forschungs- und Lehrfach an der Juristischen Hochschule (JHS) des Ministeriums für Staatssicherheit (MfS) der DDR. Diese beschäftigte sich mit „den Erscheinungen, Bedingungen, Gesetzmäßigkeiten und des psychischen Erlebens und der psychischen Steuerung des Verhaltens und der Handlungen der Menschen in der politisch-operativen Arbeit des MfS“[1]. Die auf diese Weise gewonnenen Erkenntnisse wurden zur „Zersetzung“ politischer Gegner des SED-Regimes genutzt.

Der Ausdruck Operative Information umfasst im Sprachgebrauch der Bundeswehr alle Methoden und Maßnahmen zur Beeinflussung des Verhaltens und der Einstellung von gegnerischen Streitkräften sowie fremder Zivilbevölkerungen im Rahmen militärischer Operationen. Ziel der Operativen Information ist es, das Agieren der eigenen Streitkräfte zu erleichtern. Zur Planung und Umsetzung nutzt sie Erkenntnisse der Kommunikationswissenschaft, der Werbung und der Public Relations. Verwendet werden Massenmedien aller Art (Hörfunk, Fernsehen, Lautsprecheraufrufe, Handzettel, Plakate, Zeitungen, Give-aways, E-Mails, SMS, Gesprächsmedien usw.).
