Ursache war, dass der unmittelbare Aufbau einer EU-Armee keine Fortschritte machte: Einige EU-Staaten, insbesondere GroĂbritannien, waren nicht bereit, ihre StreitkrĂ€fte fremdem Kommando zu unterstellen – dies umso mehr, als die deutsche Dominanz in der Union immer offenkundiger wurde und Berlin auch die Gemeinsame AuĂen- und MilitĂ€rpolitik nach deutschen Interessen prĂ€gte.
