Sowohl der amerikanische als auch der englische Geheimdienst rekrutierten Agenten aus OUN-Mitgliedern und schickten sie in die sowjetische Westukraine. Die meisten OUN-Agenten wurden jedoch vom KGB gefangengenommen und wechselten die Seite oder wurden exekutiert. In Westdeutschland haben ehemalige nationalsozialistische Kreise, darunter solche Politiker wie Gerhard von Mende, Bandera geholfen und ihn geschützt. In den ersten Jahren nach dem Krieg hat die OUN zusammen mit dem amerikanischen Geheimdienst mehrere Ukrainer in den DP-Lagern, die sie der Zusammenarbeit mit dem KGB verdächtigten, ermordet und ihre Leichen eingeäschert. Am wenigsten sind die Details der Zusammenarbeit zwischen dem BND und der OUN bekannt, weil der BND bis heute keine Dokumente über diese Kooperation freigegeben hat. Die CIA-Dokumente suggerieren jedoch, dass kein anderer westlicher Geheimdienst so lange wie der BND die OUN in München unterstützt und Bandera so viel Macht eingeräumt hat.
