Investigators within Mexico’s Secretary of Public Affairs, SPA, also found that Odebrecht paid about US$4 million in kickbacks in 2012 to former Pemex director Emilio Lozoya in exchange for government contracts, including a US$115 million contract related to an oil refinery in Tula, just north of Mexico City.
