The hostel was run by the optimistically named Expectations UK who claimed to offer 24-hour support to residents, while charging £200 per week rent (minus food and utility bills) to those not entitled to housing benefit. In Expectations UK’s properties bedbugs thrived, security staff doubled as caterers serving up processed slop, care plans were sketchily filled in (and in Bill’s case not at all). Last year, the company had a turnover of £3 million.
