At the end of the 30-minute speech, Mr Biden told the audience that he would be unable to shake hands with all the attendees because of a storm expected in the area.

Instead, the US president said he would take a photograph with each section of the audience instead, adding: “It is the least consequential part of this whole meeting for you, I promise.”

Then, just before putting down his microphone, he added: “All right? God save the Queen, man”.
