(April 2015) As a surface warfare officer, and one of only a handful of unrestricted line officers assigned to 10th Fleet, I share here some insights I gained during this unique and professionally rewarding tour. As chief of staff and third in command of the Navy’s Cyber Fleet, I was in a position to plan and execute real-world cyber operations, while also driving the integration of cyberspace capabilities into the Navy’s operational environment. Admiral Michael Rogers, Commander 10th Fleet, who is now the commander, U.S. Cyber Command (USCC) and Director, National Security Agency (NSA), made it very clear why he wanted an unrestricted line officer as his chief of staff.
