A hard core of 120,000 troublemaking families costing taxpayers £9billion a year will be forced to ‘change their lives’, David Cameron will pledge today.

The Prime Minister will announce plans for a network of ‘trouble shooters’ who turn up at homes to get people out of bed for work, make sure children go to school or ensure alcoholics or drug addicts go to rehab.
