Hundreds of people were caught up in the security alert, which was the third to hit the city on Sunday.
The security alert began around two hours earlier after several masked men hijacked a car in the Jamaica Street area of north Belfast at around 9.30pm.
A bomb was then placed in the car and the driver told to take it to Victoria Square.
