Investigators say on September 14 Prieto arrived from Kazakhstan at the Pavlovka checkpoint of the Federal Security Service (FSB) border control service located in Karasuk, in the Novosibirsk region. The American citizen was prohibited from
crossing Russia’s border since he did not have a visa. He later attempted to cross the state border by skirting the checkpoint and was detained by a border patrol unit.
