(25. Juli 1998) Two years ago Massoud Barzani was seen by the C.I.A. as the quisling of Iraq. But State Department officials said today that Mr. Barzani will come to the United States for high-level talks later this year.

Another Iraqi Kurd planning to attend that meeting is Jalal Talibani, the leader of the Patriotic Union of Kurdistan and Mr. Barzani‘s bitter rival for leadership of the Iraqi Kurds.

The Administration‘s decision to invite the two men to the United States is part of a new campaign to unify the Iraqi opposition, and to demonstrate to Mr. Hussein that he still cannot exercise control over northern Iraq, officials said.
