Thanks to an agreement between the ruling Socialist Party of Prime Minister Jose Luis Rodriguez Zapatero and the opposition Popular Party, 316 of the chamber‘s 350 members voted to approve the proposal. Approval from at least three fifths, or 210, was necessary.
