Azerbaijan, Bulgaria, Canada, Georgia, Germany, Italy, Romania, Turkey, Ukraine and the United States are participating in the exercise. France, Germany, Libya, Lithuania, Qatar and United Emirates are observers. The Sea Breeze exercise has been held annually in Ukraine since 1997.

This year NATO member Turkey joined the exercise with the TCG Meltem (P-334) assault boat, TCG İhsan Tulunay (A-572) liquid fuel tanker, a staff officer and two observatory officers, according to Turkish General Staff (TGS).
