No explanation was given as to why RUTEX cannot be held at the abandoned military housing at Andersen South, normally used for urban warfare training, or within the base communities of Andersen Air Force Base or Naval Base Guam. Perhaps it was judged acceptable by the military to disturb the people of Guam, but not the military community.
