Justin Amash’s (R-MI) amendment to H.R. 2397, the Department of Defense Appropriations bill. The amendment would withhold funding to the National Security Agency’s (NSA) surveillance activities being conducted without a warrant under the Foreign Intelligence Surveillance Act (FISA).
