The north and the south should be responsible for consistently implementing the declaration they promised to before all Koreans and the world, no matter how the situation and surrounding circumstances may change. They should also proactively create favorable conditions and circumstances to implement the declaration by pooling their efforts.

They should neither read others‘ face nor seek their egoistic interests but honestly carry out those specified in the declaration, and thus decisively improve and develop the north-south relations.
