When the full Bundestag met mid-morning, there was one bit of relief for the chancellor: the parliament voted that its budget committee could sign off on the new powers of the EFSF, rather than a full plenary session of the parliament. That means Ms Merkel will not face the embarrassment of her own euro-sceptics voting against the plan in public, because she has a safe majority in the budget committee.
