This is referred to as a „double-tap“ strategy, and according to the FBI and Homeland Security, this is a tactic which is regularly used in „terrorist attacks“ to target „first responders as well as the general population.“ Obama‘s drones not only target rescuers, but also frequently bomb the funerals of previous drone victims. According to the United Nations, such tactics „are a war crime.“
