The authorization (AUMF) declared a state of hostilities that still exists today and gives the president the power to use all „necessary and appropriate“ force against „nations, organizations or persons“ who were part of the 9/11 attacks—or aided or harbored them—“in order to prevent any future acts of international terrorism against the United States.“
