The report elaborates on a number of “systemic problems” uncovered by the inspector general, all of which snowballed into repeated missed warnings that Osama bin Laden would use hijacked passenger planes as weapons.
“Concerning certain issues, the team concluded that the (CIA) and its officers did not discharge their responsibilities in a satisfactory manner,” the report states. While the report does highlight multiple CIA shortfalls, it clears the agency of any intentional misconduct violations.
