Divisions in NATO over the intensity of the air campaign against Libya emerged again on Friday on the second day of a gathering here of the alliance’s foreign ministers. While William Hague, the British foreign secretary, said efforts to persuade more countries to adopt a tougher military posture toward the forces of Col. Muammar el-Qaddafi were “making a bit of progress,” the Italian defense minister, Ignazio la Russa, said his country would not order its pilots to open fire over Libya, Reuters reported.
