If France were ultimately to join the nine others, thus securing the support of two-thirds of Security Council members, the Palestinians could proceed — the US veto notwithstanding — to the UN plenary. There, the resolution would be adopted if backed by a two-thirds majority, which is something the Palestinians should have no problem securing.
