The Syria situation puts Merkel, who is less than three weeks away from Germany’s Sept. 22 federal elections, in a tough spot: she needs to both avoid damaging Germany’s relationship with the United States by staying out of the conflict entirely, while also appealing to a German electorate that is strongly war-averse.
