The director of South Korea’s National Intelligence Agency, Suh Hoon, is due to meet tomorrow with Japanese Prime Minister Shinzo Abe in Tokyo… to brief him on his recent visit to North Korea. Suh left for Tokyo this morning. It’s expected that he’ll convey Kim Jong-un’s reported willingness to denuclearize and ask for Japan’s support in reviving talks between Pyongyang and Washington to that end.
The Taliban plans to take part in Afghanistan peace talks in Moscow on Sept. 4, Russian Foreign Minister Sergei Lavrov was quoted as saying by Interfax news agency on Tuesday.
North Korea and the United States held their latest working-level talks at the truce village of Panmunjom over the weekend, a diplomatic source said Tuesday, amid news reports that U.S. Secretary of State Mike Pompeo will visit the North again.
The logistical details of the third inter-Korean summit between South Korean President Moon Jae-in and North Korean leader Kim Jong-un are likely to be determined during a high-level official meeting on Monday, the presidential spokesman said.
„We expect the date, venue and size of the South Korean delegation to be agreed on during the high-level talks tomorrow in light of the April 27 Panmunjom Declaration,“ Cheong Wa Dae spokesman Kim Eui-kyeom said Sunday in a press briefing.
The other South Korean delegates are from the Presidential Office of Cheong Wa Dae and the Prime Minister’s Office. Pyongyang is sending a five-member delegation, led by the head of the regime’s reunification committee, Ri Son-gwon. Also included are senior North Korean officials in charge of environment, railways and economic cooperation. The two Koreas are holding the high-level talks to plan the next and third inter-Korean summit of the year.

Some speculate the third round of inter-Korean summit cold take place much earlier than intially agreed upon, judging by the timing of North Korea’s request to hold the meeting between high ranking officials.

North Korea’s media reported on Wednesday on military talks the two Koreas held a day earlier to discuss measures to ease cross-border tension.
AMPA: US President Donald Trump suggested Tuesday that talks with arch foe Iran were imminent, despite silence from the Islamic republic’s leaders to his offer for a meeting.
„I have a feeling they’ll be talking to us pretty soon,“ Trump told a rally in Tampa, Florida, before adding: „and maybe not, and that’s ok too.“
“Respecting the Iranian nation’s rights, reducing hostilities and returning to the nuclear deal are steps that can be taken to pave the bumpy road of talks between Iran and America,” tweeted Hamid Aboutalebi, an advisor to Rouhani.
„I would certainly meet with Iran if they wanted to meet,“ Trump said during a joint news conference at the White House alongside Italian Prime Minister Giuseppe Conte. „I do believe that they will probably end up wanting to meet. I’m ready to meet whenever they want to.“
„No preconditions,“ he added. „They want to meet, I’ll meet, whenever they want.“
A State Department spokeswoman did not respond to questions about whether the talks took place. But the department did not deny that its diplomats had taken part in such talks — a significant shift in American strategy toward the Taliban in Afghanistan.
One possibility is direct negotiations between Washington and Tehran. Trump has indicated he believes his hard line will prompt Iran to seek a “bigger deal” with Washington, telling a press briefing at this month’s NATO summit that Tehran “at some point will call me and ask for a deal, and we’ll make a deal.“ However, Trump needs to understand that his current strategy forecloses opportunities for diplomatic compromise because, as Rouhani’s “mother of all wars” statement shows, Iran’s leaders are unlikely to accept the humiliation – and the blow to national pride – of a complete surrender to Trump’s threats and pressure.
Another option is that the JCPOA continues without the United States.

The U.S. has formed a negotiating team led by the State Department,… and is coordinating its stance on denuclearization and other important issues concerning the North.
Today, Russian and South Korean delegations will travel to the North Korean city of Rajin for a seminar about a transport project connecting Rajin with Khasan, just beyond the Russian border.
Chairman Kim Jong Un expressed his expectation and conviction that good personal relations forged with President Trump and his sentiments of good faith built towards the latter at the Singapore summit and talks would be further consolidated through the process of future dialogues such as high-level talks this time.
But, the U.S. side came up only with its unilateral and gangster-like demand for denuclearization just calling for CVID, declaration and verification, all of which run counter to the spirit of the Singapore summit meeting and talks.
The U.S. side never mentioned the issue of establishing a peace regime on the Korean peninsula which is essential for defusing tension and preventing a war. It took the position that it would even backtrack on the issue it had agreed on to end the status of war under certain conditions and excuses.

The officials will meet in Vienna in the coming week under the leadership of senior European Union diplomat Helga Schmid to discuss next steps after the May 8 decision by U.S. President Donald Trump to pull out of a 2015 nuclear accord with Iran, the Welt am Sonntag newspaper said, citing senior EU sources.
Pyongyang has offered to halt nuclear tests and taken steps to assuage tensions in inter-Korean ties. Washington also took a step forward by agreeing to the Trump-Kim meeting. Given the huge divide and mistrust between the US and North Korea, a summit is needed to break the deadlock.
As the US takes the strategic upper hand, naturally North Korea has worries. Washington needs to be more proactive if the two sides want to build trust. The US and North Korea, bracing for the summit, must go forward. Otherwise there will be more political risks for Washington.

Central Intelligence Agency Director Mike Pompeo and a team at the CIA have been working through intelligence back-channels to make preparations for the summit, the officials said. American and North Korean intelligence officials have spoken several times and have even met in a third country, with a focus on nailing down a location for the talks.
