There does seem to be general agreement on one provision of the 1887 act: the “safe harbor” clause. It provides that, if a state submits its final tally in the Presidential contest by six days before the meeting of the Electoral College, that decision is “conclusive” and thus free from legal challenge. This year, the safe-harbor deadline is December 8th; the Electoral College meets in each state capitol on December 14th.
It is unclear, however, what will happen if a slow vote count puts a state in jeopardy of missing the deadline.

Washington, D.C. (October 8, 2020) – In order to protect the health and safety of all involved with the second presidential debate, scheduled for October 15, 2020, The Commission on Presidential Debates (CPD) announced the following today:
The second presidential debate will take the form of a town meeting, in which the candidates would participate from separate remote locations.
The former vice president also said he looks forward to the debate, which is set to take place next Thursday in Miami.
„I’m looking forward to being able to debate him. But I just hope all the protocols are followed, what’s necessary at the time,“ he said.
„We have every reason to believe that Joe Biden, if he agrees to go forward with debates in the first place, will want to retreat to his remote video link and the Skype-call campaign he’s been running and do the debate from his basement,“ Trump campaign spokesman Tim Murtaugh told reporters Wednesday, „where he can rely on notes, a teleprompter or a handler off camera.“
The documentary film-maker Michael Moore has warned that Donald Trump appears to have such momentum in some battleground states that liberals risk a repeat of 2016 when so many wrote off Trump only to see him grab the White House.

There has been enormous concern about the consequences of human population growth for the environment and for social and economic development. But this growth is likely to come to an end in the foreseeable future. Improving on earlier methods of probabilistic forecasting1, here we show that there is around an 85 per cent chance that the world’s population will stop growing before the end of the century. There is a 60 per cent probability that the world’s population will not exceed 10 billion people before 2100, and around a 15 per cent probability that the world’s population at the end of the century will be lower than it is today.
This is projected to lead to a drop in the fertility rate of the world’s population, from an average of 2.37 children per woman — 237 children from every 100 women — to 1.66, or 166 children for every 100 women.
The fertility rate must be 2 for a population to remain stable and 2.1 for it to increase, the researchers said. To keep a community the same size a mother must, on average, not only replace herself but also the baby’s father.
