Working in secret, they did more than just passively observe and report on the actions of the suspects. Instead, they had a hand in nearly every aspect of the alleged plot, starting with its inception. The extent of their involvement raises questions as to whether there would have even been a conspiracy without them.

1. Our Concern. From the day of President Kennedy’s assassination on, there has been speculation about the responsibility for his murder. Although this was stemmed for a time by the Warren Commission report, (which appeared at the end of September 1964), various writers have now had time to scan the Commission’s published report and documents for new pretexts for questioning, and there has been a new wave of books and articles criticizing the Commission’s findings. In most cases the critics have speculated as to the existence of some kind of conspiracy, and often they have implied that the Commission itself was involved. Presumably as a result of the increasing challenge to the Warren Commission’s report, a public opinion poll recently indicated that 46% of the American public did not think that Oswald acted alone, while more than half of those polled thought that the Commission had left some questions unresolved. Innuendo of such seriousness affects not only the individual concerned, but also the whole reputation of the American government. Our organization itself is directly involved: among other facts, we contributed information to the investigation. Conspiracy theories have frequently thrown suspicion on our organization, for example by falsely alleging that Lee Harvey Oswald worked for us. The aim of this dispatch is to provide material countering and discrediting the claims of the conspiracy theorists, so as to inhibit the circulation of such claims in other countries. b. To employ propaganda assets to [negate] and refute the attacks of the critics. Book reviews and feature articles are particularly appropriate for this purpose. The unclassified attachments to this guidance should provide useful background material for passing to assets. Our ploy should point out, as applicable, that the critics are (I) wedded to theories adopted before the evidence was in, (I) politically interested, (III) financially interested, (IV) hasty and inaccurate in their research, or (V) infatuated with their own theories.

On The Psychology Of The Conspiracy Denier

We know, without question, that politicians lie and hide their connections and that corporations routinely display utter contempt for moral norms – that corruption surrounds us.

We know that revolving doors between the corporate and political spheres, the lobbying system, corrupt regulators, the media and judiciary mean that wrongdoing is practically never brought to any semblance of genuine justice.

We know that the press makes noise about these matters occasionally but never pursues them with true vigour.

We know that in the intelligence services and law enforcement wrongdoing on a breathtaking scale is commonplace and that, again, justice is never forthcoming.

We know that governments repeatedly ignore or trample on the rights of the people, and actively abuse and mistreat the people. None of this is controversial.

It has been determined that ballot images used for testing were not cleared from the Election Management System (EMS). EMS produces Cast Vote Records (CVR) from ballot images. RCV software uses the CVR to produce unofficial results. When the cast vote records were extracted for the first pull of RCV results, it concluded both test and election night results, producing approximately 135,000 additional records. Board staff has removed all test ballot images from the system and will upload election night results, cross-referencing against election night reporting software for verification. The cast vote record will be re-generated and the RCV rounds will be re-tabulated.

The Board apologizes for the error and has taken immediate measures to ensure the most accurate up to date results.

The CIA Has Been Taking Over for Decades—Even Former Presidents Tried to Warn Us

December 22, 1963 — exactly one month after President John F. Kennedy had been assassinated, former President Harry S. Truman published an op-ed in the Washington Post that most people, especially our perfumed ruling elite, wanted to ignore.

Truman, who signed the CIA into existence just after World War II, wrote, “I think it has become necessary to take another look at the purpose and operations of our Central Intelligence Agency—the CIA. […] For some time I have been disturbed by the way the CIA has been diverted from its original assignment. It has become an operational and at times a policy-making arm of the Government. This has led to trouble and may have compounded our difficulties in several explosive areas. …There is something about the way the CIA has been functioning that is casting a shadow over our historic position and I feel that we need to correct it.”

Not only did that adorn the pages of the Washington Post one month after JFK’s death, Truman hand wrote the first draft just one week after JFK met up with a bunch of bullets in Dallas. Sure, one may wish Harry had sent his thoughts to John a month before the President’s televised execution. Maybe he could’ve sent a singing telegram or something. But let’s at least give Truman partial credit for the belated message.

Before his death President Kennedy also held no love for the Central Intelligence Agency. Following the calamitous Bay of Pigs invasion, Kennedy said he wanted to “splinter the CIA into a thousand pieces and scatter it into the winds.”

Point being, clearly Truman, who created the CIA, and Kennedy, who met a mysterious untimely end by professional killers, knew the agency had run amok.

Yet the CIA is still here, bigger and filled with more Bond villains than ever, and now they have a whole cavalcade of other intelligence agencies working with them.

The private security industry in Afghanistan has grown apace with demand. As of August 2009, the total number of private security personnel employed by the US Department of Defense – the largest employer of private security in the country – increased 19 percent (from 4,373 to 5,198) in response to the deployment of additional military forces. Since 2001, a range of private security providers (PSPs) has emerged, including international and national PSCs operating with or without the required Afghan licensing permits, as well as militias hired as “armed support groups” (ASG) by international military forces. Many PSPs are controlled by prominent Afghan families, including Hashmat and Ahmed Wali Karzai, brothers of President Hamid Karzai; Hamid Wardak, the son of Defense Minister Rahim Wardak; Gul Agha Shirzai, the governor of Nangarhar province; and Hajji Jan Mohammad Khan, the former governor of Uruzgan.

The use of unregistered PSCs and militia groups by the NATO International Security Assistance Force and US military contingents is widespread. Many of these PSPs serve as ready-made militias that compete with state authority and are frequently run by former military commanders responsible for human rights abuses or involved in the illegal narcotics and black market economies.

1. Our Concern. From the day of President Kennedy’s assassination on, there has been speculation about the responsibility for his murder. Although this was stemmed for a time by the Warren Commission report, (which appeared at the end of September 1964), various writers have now had time to scan the Commission’s published report and documents for new pretexts for questioning, and there has been a new wave of books and articles criticizing the Commission’s findings. In most cases the critics have speculated as to the existence of some kind of conspiracy, and often they have implied that the Commission itself was involved. Presumably as a result of the increasing challenge to the Warren Commission’s report, a public opinion poll recently indicated that 46% of the American public did not think that Oswald acted alone, while more than half of those polled thought that the Commission had left some questions unresolved. Doubtless polls abroad would show similar, or possibly more adverse results.

Innuendo of such seriousness affects not only the individual concerned, but also the whole reputation of the American government. Our organization itself is directly involved: among other facts, we contributed information to the investigation. Conspiracy theories have frequently thrown suspicion on our organization, for example by falsely alleging that Lee Harvey Oswald worked for us. The aim of this dispatch is to provide material countering and discrediting the claims of the conspiracy theorists, so as to inhibit the circulation of such claims in other countries. Background information is supplied in a classified section and in a number of unclassified attachments.

3. Action. We do not recommend that discussion of the assassination question be initiated where it is not already taking place. Where discussion is active [business] addresses are requested:

a. To discuss the publicity problem with [?] and friendly elite contacts (especially politicians and editors), pointing out that the Warren Commission made as thorough an investigation as humanly possible, that the charges of the critics are without serious foundation, and that further speculative discussion only plays into the hands of the opposition. Point out also that parts of the conspiracy talk appear to be deliberately generated by Communist propagandists. Urge them to use their influence to discourage unfounded and irresponsible speculation.

b. To employ propaganda assets to [negate] and refute the attacks of the critics. Book reviews and feature articles are particularly appropriate for this purpose. The unclassified attachments to this guidance should provide useful background material for passing to assets. Our ploy should point out, as applicable, that the critics are (I) wedded to theories adopted before the evidence was in, (I) politically interested, (III) financially interested, (IV) hasty and inaccurate in their research, or (V) infatuated with their own theories.

4. In private to media discussions not directed at any particular writer, or in attacking publications which may be yet forthcoming, the following arguments should be useful:

a. No significant new evidence has emerged which the Commission did not consider. The assassination is sometimes compared (e.g., by Joachim Joesten and Bertrand Russell) with the Dreyfus case; however, unlike that case, the attack on the Warren Commission have produced no new evidence, no new culprits have been convincingly identified, and there is no agreement among the critics. (A better parallel, though an imperfect one, might be with the Reichstag fire of 1933, which some competent historians (Fritz Tobias, AJ.P. Taylor, D.C. Watt) now believe was set by Vander Lubbe on his own initiative, without acting for either Nazis or Communists; the Nazis tried to pin the blame on the Communists, but the latter have been more successful in convincing the world that the Nazis were to blame.)
