An important cog in the global financial system has succumbed to pressure from the Trump administration and severed ties with Iranian banks.
Belgian-based Swift, whose messaging service connects more than 11,000 financial institutions as they transfer money around the world, said it was disconnecting from Iranian banks after the United States announced sanctions against 50 of the country’s financial firms on Monday.
The Belgian-based company said Monday it would suspend “certain Iranian banks’” access to its cross border-payment network — a signal that it will fall into line with a US list of targeted financial institutions due to be published imminently.
(1.11.2018) Speaking to reporters Thursday after talks with his Bulgarian counterpart, Netanyahu said radical Islam is a threat to the world, and that Israel has recently revealed a number of Iranian plots to carry out attacks on European soil.
The Trump administration announced Friday that its powerful sanctions would snap back against Iran, effective Sunday, on banking, oil, shipping and other economic sectors where the penalties were lifted by the Obama administration in 2015 as part of the JCPOA nuclear deal.
(1.11.2018) Plot in Denmark has sparked call for tougher action against Tehran, even as EU strains to salvage nuclear deal
(3.März 2015) REP. JAN SCHAKOWSKY: [Netanyahu] made the same argument over the Iraq War, that it was time for the United States to not pay attention to any world opinion, but just to go it alone. What I heard today, felt to me like an effort to stampede the United States into war once again.
(3.März 2015) MSNBC’s Chris Matthews reacts to Israeli Prime Minister Benjamin Minister’s speech to a joint session of Congress. Matthews said Netanyahu was trying to „take power away from the president.“
„This was a takeover attempt by Netanyahu with his complying American partners to take American foreign policy out of the hands of the president,“ Matthews said.
(3.März 2015) „And I also resent the fact that he was telling us how to negotiate when the administration and their representatives have been at this for two years now with the cooperation, participation of five other major nations in the world. This speech was straight out of the Dick Cheney playbook. It was fearmongerring at its ultimate. Phrases like essentially saying nuclear war is inevitable if this deal were to be accepted, phrases like this would pave the way to Iran having a nuclear bomb, these are things that I think are, again, part of what Dick Cheney would have done and did. This has been the Prime Minister’s pattern. He’s gone to the U.N. and done the same thing. „
US Treasury Secretary Steven Mnuchin has warned global financial messaging service SWIFT on Friday that it could be penalized if it doesn’t cut off financial services to entities and individuals doing business with Iran.
„During his Friday night conversations with Mogherini as well as Heiko Maas of Germany, Margot Wallstrom of Sweden, and Denmark’s Anders Samuelsen, the top Iranian diplomat discussed with them Washington’s re-imposition of sanctions against Iran and Europe’s efforts to counter such US moves,“ the statement read.
Reuters has recently reported that a new EU mechanism to facilitate payments for Iranian exports should be legally in place by Nov. 4, when the next phase of US sanctions take effect, but it will not be operational until early next year.
„It seems that the fate of our trade with China is linked to the support package being prepared by the European Union,“ Hariri told Bourse & Bazaar in reference to the SPV promised by Iran’s key European trading partners.
(29.10.2018) No EU member state is willing to host the so-called Special Purpose Vehicle (SPV) to safeguard Brussels‘ trade ties with Tehran from Washington’s anti-Iranian sanctions, according to The Financial Times.
„No EU government wants to cross the US by having the SPV. Member states are not exactly queueing up for it,“ the newspaper quoted EU diplomats as saying on condition of anonymity.
It is our aim to protect European economic operators engaged in legitimate business with Iran, in accordance with EU law and with UN Security Council resolution 2231.
As parties to the JCPoA, we have committed to work on, inter alia, the preservation and maintenance of effective financial channels with Iran, and the continuation of Iran’s export of oil and gas. On these, as on other topics, our work continues, including with Russia and China as participants to the JCPoA and with third countries interested in supporting the JCPoA. These efforts have been intensified in recent weeks, particularly those underpinning the European initiative to establish a Special Purpose Vehicle which we are proceeding with work to set up. This will enable continued sanctions lifting to reach Iran and allow for European exporters and importers to pursue legitimate trade.
In a joint statement Friday, they said they aim to protect European firms „engaged in legitimate business with Iran.“
They added that their „collective resolve to complete this work is unwavering.“
Sanctions will target critical sectors of Iran’s economy, such as its energy, shipping, shipbuilding, and financial sectors.
Over 700 individuals, entities, vessels, and aircraft are going back onto our sanctions list, including major Iranian banks, oil exporters, and shipping companies.
The sanctions also target transactions with the Central Bank of Iran and designated Iranian financial institutions.
Sales of food, agricultural commodities, medicine, and medical devices to Iran have long been—and remain—exempt from our sanctions.
Reimposing sanctions will cut off revenues the regime uses to bankroll terrorist groups, foment global instability, fund nuclear and ballistic missile programs, and enrich its leaders.
The US Treasury will also demand SWIFT stop servicing Iran’s banking industry as part of enforcing sanctions over the country’s nuclear program and alleged support for terrorism.
The sanctions will take effect Monday and cover Iran’s shipping, financial and energy sectors.
President Donald Trump withdrew from the agreement in May, describing it as „defective at its core“ because it had not stopped Iran developing a ballistic missile programme and intervening in neighbouring countries.
„Sanctions are coming,“ he tweeted after Friday’s announcement, referencing the TV series Game of Thrones and its motto „Winter is coming“.
New Delhi: India is close to a deal with the US that will allow it to continue buying crude oil from Iran without attracting any sanction after it agreed to cut imports and escrow payments, sources in know of the development said.
(2.10.2018) But as Jerusalem Post correspondent Benjamin Weinthal reported, Merkel and her foreign minister, Heiko Maas, also back the European Union’s “special purpose vehicle (SPV)” mechanism to permit financial transactions with Iran. The SPV undercuts the US financial sanctions on Iran’s regime that are due to go into effect on November 5.
National Security Advisor John Bolton has been holding a series of talks in Moscow with senior Russian officials including Foreign Minister Sergei Lavrov and Russian Security Council Secretary Nikolai Patrushev.
French President Emmanuel Macron continues to play an invisible, but uninterrupted game on the U.S. ground. In August 2017, an agreement was reached between the presidents of France and the United States on „changing the content of the Joint Comprehensive Plan of Action“. The changes were supposed to cover the four controversial issues (the removal of so-called Sunset clauses, inspection of Iranian military sites, the inclusion of Iran’s missile capability in the JCPOA and limiting Iran’s power in the region).
The threat of US sanctions has seen EU firms such as French and German car makers Daimler, Peugeot, and Renault, German engineering company Siemens, and French energy firm Total walk away from new ventures in Iran.
But „we [the EU] cannot accept that the US decided the regions with which European companies can or cannot do business,“ Belgian prime minister Charles Michel said after meeting Iranian president Hassan Rohani in New York.
„We’re working hard on this [the SPV] with our European partners,“ German foreign minister Heiko Maas said.
„In times of conflict and crisis is there a better way than diplomacy and dialogue? Is war the alternative?“, says EU Foreign Policy chief on dealings with Iran.
„So I might imagine they would take me seriously when I assure them today that if you cross us, our allies or our partners, if you harm our citizens, if you continue to lie cheat and deceive. Yes there will indeed be hell to pay,“ the US National Security Advisor said.
Speaking at an organisation that opposed the 2015 nuclear deal with Iran, from which the Trump administration withdrew in May, Bolton criticised the deal as „the worst diplomatic debacle in American history“.
This is one of the of the most counterproductive measures imaginable for regional and global peace and security,” he said in a speech delivered against a backdrop of protests from anti-war protesters.
“By sustaining revenues to the regime, you are solidifying Iran’s ranking as the number-one state sponsor of terror,” Mr. Pompeo added, observing Iran’s “corrupt ayatollahs” and elite Revolutionary Guards had to be “laughing this morning.”
The iranian issue demonstrates this profound difference of approach. When Donald Trump called on the international community to “isolate the iranian regime”, Emmanuel Macron advocates “dialogue” with Tehran.
“What is it that will fix the real situation in Iran?, he asks. “The law of the strongest? The pressure of a single? No!”
“We know that Iran was on the path to a nuclear military, but what is it that has stopped? The Vienna agreement of 2015,” he continued.
„So we will never go towards production of nuclear weapons, just as in the past we never intended to go towards that path nor did we ever. It has always been peaceful.“
Rouhani defended Iran’s use of ballistic missiles, saying that it fell outside the nuclear agreement and that his country would never sacrifice its „defensive missile capabilities.“
He also complained that the Trump administration was lumping Iran in with North Korea by describing both countries as nuclear threats.

In a major snub to the United States, the European Union has decided to set up a new mechanism to enable legal trade with Iran without encountering US sanctions.
The EU will create new payment channels to preserve oil and other business deals with Iran, Federica Mogherini, the bloc’s foreign policy chief said late on Monday, in a bid to evade US punitive measures.
Die Kommission der gemeinsamen umfassenden Aktionsplans (Joint Comprehensive Plan of. Action, JCPOA/Atomabkommen) tagt heute Abend(Ortszeit) in New York.
Press point by Federica MOGHERINI, EU High Representative for Foreign Affairs and Security Policy, following the Ministerial meeting of the E3/EU+2 and Iran on the implementation of the JCPOA, on the sidelines of the UN General Assembly, on 24 September 2018 in New York.
10. Mindful of the urgency and the need for tangible results, the participants welcomed practical proposals to maintain and develop payment channels, notably the initiative to establish a Special Purpose Vehicle, to facilitate payments related to Iran’s exports (including oil) and imports, which will assist and reassure economic operators pursuing legitimate business with Iran.
In a statement after a meeting of Britain, China, France, Germany, Russia and Iran, the group said they were determined to develop payment mechanisms to continue trade with Iran despite skepticism by many diplomats that this will be possible.
Five world powers have agreed with Iran to establish a financial facility in the European Union to facilitate payments for Iran’s exports, including oil, as well as its imports. It is a key move sought by Tehran following the U.S. pullout from the 2015 nuclear deal and its re-imposition of sanctions.
Foreign ministers from Britain, France, Germany, Russia, China and Iran said in a joint statement late Monday that the so-called “Special Purpose Vehicle” will “assist and reassure economic operators pursuing legitimate business with Iran.”
„Iran is implementing its nuclear-related commitments under the Joint Comprehensive Plan of Action (the nuclear agreement known as the JCPOA),“ Amano said in his introductory statement to the IAEA’s Board of Governors in Vienna on Monday, emphasizing that it was essential that Iran continued to fully implement those commitments.

European Union’s foreign policy chief Federica Mogherini says the 28-nation bloc would continue its work to preserve a 2015 multilateral nuclear agreement Iran signed with the P5+1 group of countries after the US unilateral move to pull out from the deal.
Mogherini made the remarks while speaking at a press conference in Vienna on Friday following an informal meeting of foreign affairs ministers of the EU states (Gymnich).
The International Atomic Energy Agency (IAEA) released its latest report analyzing Tehran’s conformity with the Joint Comprehensive Plan of Action (JCPOA)—known commonly as the Iran nuclear deal—on Thursday, revealing that the country continues to hold up its side of the treaty, according to Radio Free Europe.
Ranking diplomats from Iran and Britain are going to hold a fresh round of bilateral negotiations in Tehran on Saturday.
A junior British minister will arrive in Tehran on Friday to discuss the future of Iran’s international nuclear deal, in the first visit to the country by a UK minister since U.S. President Donald Trump withdrew from the 2015 agreement.
Junior Foreign Minister Alistair Burt is making the visit as Britain and other European signatories to the deal try to keep it alive, despite Trump’s reimposition of sanctions on Tehran.

Germany’s foreign minister has challenged the US monopoly on global payment infrastructure.
Writing in German daily Handelsblatt on Tuesday, Mass said: „It is indispensable that we strengthen European autonomy by creating payment channels that are independent of the United States.“
„It is high time to re-evaluate our partnership,“ he said.
European businesses have been caught between the EU and the United States over trade with Iran amid US sanctions.
French energy giant Total officially pulled out of the country on Monday under US pressure.
“That’s why it is indispensable that we strengthen European autonomy by creating payment channels that are independent of the United States, a European Monetary Fund and an independent SWIFT system,” Maas wrote in the Handelsblatt business daily.
An anonymous high-level Israel intel source was quoted in the Israeli media Aug. 7 as saying that the renewed US sanctions imposed this week on Iran “will bring Iran to its knees.’’ The source also argued that chances are good that the country will be forced to return to the negotiating table with the six world powers that cut the nuclear agreement and agree to a modification and to limitations on its continued expansion in the Middle East.

The U.S. is reportedly adopting a new approach in its ongoing efforts to convince European countries to renounce the 2015 Iran nuclear accord and isolate Tehran.
The U.S., Israel and Iranian dissidents say that Iran is „hunting its enemies in Europe,“ according to The Wall Street Journal. American and Israeli governments say alleged terror plots and killings are sponsored by Tehran and are telling European governments to withdraw from the nuclear accord and ban Iranian officials.
The amendment follows intense lobbying of the German government and the central bank by the U.S. to stop the Islamic Republic from claiming the assets in what U.S. diplomats think is a desperate scramble to boost Iran’s foreign reserves and shore up its own currency after Washington pulled out of the Iran nuclear deal.
Effective August 25, the amended rules create new powers to block transactions if their execution could threaten “to end important relationships with central banks and financial institutions of third countries,” according to a copy of the rules provided by the Bundesbank on Friday.
Washington, Israel and Iranian dissident groups say the alleged recent operations show that Iran has ended years of caution about hunting its enemies in Europe. They are urging European governments to withdraw support for Iran and ban Iranian officials …
It is the first time parliament has summoned Rouhani, who is under pressure from hardline rivals to change his cabinet following a deterioration in relations with the United States and Iran’s growing economic difficulties.
One possibility is direct negotiations between Washington and Tehran. Trump has indicated he believes his hard line will prompt Iran to seek a “bigger deal” with Washington, telling a press briefing at this month’s NATO summit that Tehran “at some point will call me and ask for a deal, and we’ll make a deal.“ However, Trump needs to understand that his current strategy forecloses opportunities for diplomatic compromise because, as Rouhani’s “mother of all wars” statement shows, Iran’s leaders are unlikely to accept the humiliation – and the blow to national pride – of a complete surrender to Trump’s threats and pressure.
Another option is that the JCPOA continues without the United States.
(17.7.2018) Netanyahu does not explain in the video aired by Kan how he convinced Trump to exit the deal. Trump had vowed to scrap what he assailed as the “worst deal ever” before becoming president.
Iran agreed a long-term deal on its nuclear programme with the P5+1 group of world powers – the US, UK, France, China, Russia and Germany in 2015 under which Tehran agreed to limit its sensitive nuclear activities and allow in international inspectors in return for the lifting of crippling economic sanctions.
The leader of the Islamic Revolution referred to the repeated mention of unreliability of the US by Iranian officials and stated: „I have always been insisting that we cannot trust the words or even signatures of the U.S. authorities. Hence, negotiating with the US is useless.“
The leader of the Islamic Revolution regarded activation of unexploited or not properly-exploited capacities in the country as important and added: „Negotiations with Europe can go on; but we must not linger, waiting for the European pack. Meanwhile multiple necessary tasks within the country must be carried out.”
„Dem Wort und selbst der Unterschrift der Amerikaner kann man nicht vertrauen“, sagte Chamenei heute bei einem Treffen mit Vertretern des iranischen Außenministeriums.
Verhandlungen mit den USA seien nutzlos und ein „klarer Fehler“, wurde auf seiner Website mitgeteilt. Chamenei hat laut Verfassung das letzte Wort in allen strategischen Belangen des Iran.

Iran’s Supreme Leader Ayatollah Ali Khamenei said here Sunday that Europe must provide Tehran with necessary guarantees about their commitment to the implementation of the Iranian nuclear deal, Press TV reported.
(4.7.2018) In a bid to coax small- and medium-sized German companies active in Iran away from the Islamic Republic, Ambassador Richard Grenell has quietly begun engaging business executives with an offer to help them tap the much larger and lucrative U.S. market, according to people briefed on the talks. On Tuesday, he met with the German Chambers of Commerce and Industry and about a dozen companies to make his pitch.
Iran’s Foreign Ministry on Sunday dismissed the reports that Germany has blocked parts of the Islamic republic’s financial assets as „baseless,“ according to the ministry’s website.
The reports aimed at creating a „psychological war“ as Iran and Europe are in talks over the former’s nuclear standoff, Iranian Foreign Ministry Spokesperson Bahram Qasemi said
„All the members, even the three allies, have committed and have the political will to take action and resist the United States,“ Iran’s Foreign Minister Zarif told a Vienna news conference broadcast by the Fars news agency.
„This is the first time they have shown this level of commitment, but we will have to see in the future what they really want to do and what they can do,“ Zarif said.
„If they continue to demonstrate the political will they showed today, they will get things done without any problem.“
Russian Foreign Minister Sergei Lavrov announced that Russia, China, Germany, France and the UK have agreed to establish a permanent expert mechanism that will be tasked with finding ways to maintain trade with Iran regardless of US sanctions. Sputnik discussed this with Professor Christopher Bovis.
The top diplomats of China, EU, France, Germany, Russia and the U.K. have assured Iran that they were willing to salvage a historic nuclear deal abandoned by the U.S.
The deal, known officially as the Joint Comprehensive Plan of Action (JCPOA), was forged under the administration of former President Barack Obama in 2015 and scrapped by his successor, President Donald Trump, in May. With Iran looking to face stricter U.S. sanctions, the foreign ministers of the EU and five other nations who signed the nuclear agreement met Friday in Vienna in an attempt to negotiate a viable framework in the absence of Washington.

President Rouhani referred to the proposed package of the three European countries for continuation of the nuclear deal and stressed the importance of serious attention to Iran’s demands in tomorrow’s meeting of foreign ministers of 5 European countries in Vienna for continuation of cooperation.
President described the package proposed by the three European countries on the nuclear deal disappointing and said: “If the process of European foreign ministers’ meeting in Vienna, which is aimed at encouraging Iran to cooperate, is promising, we will continue our cooperation with Europe”.
Expecting EU/E3+2 counterparts to make verifiable & actionable commitments rather than lofty & obscure promises. Make no mistake: Sanctions & JCPOA compliance are mutually exclusive.

She noted however, that at present, the Secretariat “is unable to determine whether such missiles, or parts thereof, or related technology, may have been transferred from Iran after 16 January 2016, the date when annex B provisions came into effect.”(…)
“The Secretariat did not have the opportunity to examine its debris, but images provided by Israeli authorities show that its wing configuration appears consistent with that of an Iranian drone unveiled in October 2016,” informed Ms. DiCarlo, adding that the Secretariat “has no information as to the owner and operator of those drones.”

Congresswoman Barbara Lee threw her support behind the measure and said, “I am pleased with the inclusion of this amendment, which clarifies that the President does not have the authority to go to war with Iran.”
“Just weeks after President Trump shamefully pulled out of the Iran Deal, it is more important than ever to ensure diplomacy with Iran and in the region. I am proud to be a cosponsor of this important amendment and will do everything in my power to ensure we do not go to war with Iran,” she noted.
The Commission is also encouraging Member States to explore the possibility of one-off bank transfers to the Central Bank of Iran. This could help the Iranian authorities to receive their oil-related revenues, writes the Commission.
The Commission did not lose any time and dispatched its energy commissioner, Miguel Canete, to Teheran already during the weekend in a show of confidence building. Unusually for EU-Iran meetings, this time the meeting ended with a joint press statement on nuclear safety cooperation and “the strengthening of ties at all levels”.
