Mineta’s Presidential Emergency Operations Center (PEOC) testimony was also edited out of the 9/11 Commission video archive.
When questioned about this, representatives at the National Archive stated that the video may have been lost because of a ’snafu‘. Following is a brief summary of the scrubbed video along with links to recently obtained C-SPAN video.

Mineta responds to an opening question by Commissioner Hamilton about the events in the PEOC and an alleged shoot down order. He describes a conversation between Cheney and a young man:

Mineta: „During the time that the airplane was coming into the Pentagon, there was a young man who would come in and say to the Vice President…the plane is 50 miles out…the plane is 30 miles out….and when it got down to the plane is 10 miles out, the young man also said to the vice president „do the orders still stand?“ And the Vice President turned and whipped his neck around and said „Of course the orders still stand, have you heard anything to the contrary!??“

The Royal Canadian Air Force CH-148 Cyclone helicopter from 12 Wing Shearwater, known as Stalker-22, was participating in Allied training exercises with HMCS Fredericton off the west coast of Greece on April 29. It had concluded flight operations and was returning to HMCS Fredericton when, approximately 7 p.m. local time, the chopper crashed at a high speed into the water in view of witnesses at the stern of the ship.

A document entitled „NORAD Exercises Hijack Summary“ from the 9/11 Commission’s files. It lists air defense training exercises involving hijackings for approximately four years before 9/11. The exercises included a version of ‚Vigilant Guardian‘ in which a suicide hijack targeting New York took place two days before 9/11; the document details 9 versions of Vigilant Guardian which took place the week before 9/11, all of which involve hijacking. A version on 9/6/01 involved a shoot-down by fighter jets. The document is from the Neads Trip 2 of 3 folder, Box 20, Team 8 files, Miles Kara Work Files series. On his blog, Miles Kara confirmed that he created the document, saying it is „one of many work papers I created during my work on the 9-11 Commission Staff“ and „The document was prepared to list what we knew about exercises before we traveled to NORAD Headquarters.“

The data was provided by Aireon LLC, which was formed in 2012 by Iridium Communications Inc. and Nav Canada, a nonprofit company that guides air traffic in Canada.
