The ICC said it took the findings very seriously. The MoD has said the allegations are unsubstantiated.
The year-long investigation claims to have found evidence of murders by an SAS soldier, as well as deaths in custody, beatings, torture and sexual abuse of detainees by members of the Black Watch.
A senior SAS commander was referred to prosecutors for attempting to pervert the course of justice, the investigation claims.
Operation Northmoor was set up by the government in 2014 and looked into 52 alleged illegal killings.
Its closure was announced by the government before Royal Military Police detectives even had a chance to interview the key Afghan witnesses.
Senator Dianne Feinstein, the Democratic committee chairwoman, was wavering about making the report public, mulling an Obama administration suggestion that the release be postponed indefinitely. It seemed possible that the report, the product of more than six years of painstaking research, might never reach the American public.
But according to documents seen by NBC, Major Golsteyn told army investigators that he and his fellow soldiers were doing house-to-house searches when they found bomb-making materials they suspected were used in the attack on the Marines.
The soldiers took a local man who they believed was responsible for the materials into custody and brought him to the army base, from where he was later released.
It is unclear if this was because there was insufficient evidence to detain him. Military documents state that Major Golsteyn and another soldier returned the man to his home but instead of releasing him the major fatally shot the man and buried his body, NBC reported.
The documents seen by the news organisation do not include Major Golsteyn’s explanation for killing the man but refer to the incident as an „assassination“.

There are two other factors at play: The whistleblower may be a covert officer in the intelligence community; revealing his or her identity might compromise national security. And finally, and sadly, the lives of the whistleblower and family might be in danger, given the level of crazy abroad in the land. In the end, outing the identity of this public servant only serves the interests of “deep state” conspiracy theorists, who will try to “prove” that the whistleblower is a Never Trumper.
What it would do, however, is put that individual and their family at risk of harm. Perhaps more important, it would deter future whistleblowers from coming forward in subsequent administrations, Democratic or Republican. And if the lawful whistleblower system fails, that would encourage other individuals to illegally leak classified information to journalists to hide their identities and guard themselves from political attacks.

After a six-month investigation, the report exposes the circumstances surrounding the Department of Defense’s outsourcing of security on the supply chain in Afghanistan to questionable providers, including warlords.
The findings of this report range from sobering to shocking. In short, the Department of Defense designed a contract that put responsibility for the security of vital U.S. supplies on contractors and their unaccountable security providers. This arrangement has fueled a vast protection racket run by a shadowy network of warlords, strongmen, commanders, corrupt
Afghan officials, and perhaps others.
Not only does the system run afoul of the Department’s own rules and regulations mandated by Congress, it also appears to risk undermining the U.S. strategy for achieving its goals in Afghanistan.
U.S. President Donald Trump’s move to abruptly cancel talks with the Taliban may have set back the Afghan peace process, but it came as a relief to the government in Kabul.

President Trump abruptly blew up a meeting with Democratic congressional leaders on Wednesday, declaring that he could not work with them until they stopped investigating him and lashing out at Speaker Nancy Pelosi for accusing him of a cover-up.
He then marched out into the Rose Garden, where reporters had been gathered, and delivered a statement bristling with anger as he demanded that Democrats “get these phony investigations over with.”
